Vice President Joe Biden announced Thursday new targets for projects funded under the American Reinvestment and Recovery Act. Among the new targets were nine sets of specific objectives for Federal agencies for the final 90 days of 2009.
Biden’s announcement include nine specific areas: Batteries for Electric Vehicles, Military Hospitals, National Park construction, assistance for small businesses, grants for fuel efficient buses, loans for housing build-out, and renewable energy research projects.
More specifics presumably coming soon.

I'm not sure what this means. Are these targets to lose funding, gain funding, or pay something back? I hope that doesn't sound stupid or anything, but I haven't seen anything on this story anywhere and am curious exactly what it means, especially considering what the nine targets are.
Sorry, Orrymain these are targets of the Vice President Joe Biden, which means they are coming from the White House.
The American Reinvestment and Recovery Act is an economic stimulus package for the US. So they will invest in this nine targests.
